The Greek government has called for a national referendum on Sunday, 5th July, for the new ‘bailout’ terms presented by the EU, the ECB and the IMF. These terms include an extension of high VAT and a reduction of pensions, and go even further on the liberalisation of labour, while the programme again fails to write off or cut the extraordinary debt. Under conditions of increased and unpayable sovereign debt, growing unemployment and mass poverty, produced over the past years of the Troika-crisis-regime, the Greek state will stand no chance of running a functioning welfare system, recovering the economy or indeed introducing democratic reforms of taxation. One of the results of this will be the failure to ensure secure, decent housing for all. It is therefore most likely that the new programme presented by EU, ECB and IMF will only serve to worsen the economy and exacerbate the situation of the majority of people in Greece. These people include all those who may lose their homes after private mortgage default or tax debts, and those who cannot find decent and affordable homes, including many refugees and other migrants.

Στα χρόνια του ζοφερού τοπίου των νεοφιλελεύθερων πολιτικών, η ένταση της επίθεσης του κεφαλαίου στα ζητήματα του χώρου και της κατοικίας αναδεικνύει σειρά ζητημάτων και αλλαγών στη γεωγραφία και τις σχέσεις της ιδιοκτησίας γης. Στη σημερινή συγκυρία, η εμπορευματοποίηση του χώρου, οι ιδιωτικοποιήσεις και η κτηματομεσιτική κερδοσκοπία στο επίπεδο πόλεων και περιφερειών επιχειρούν την αλλαγή του χαρακτήρα της δημόσιας-κοινής ιδιοκτησίας, του δημόσιου χώρου και του δικαιώματος στη στέγη. Καθώς το δημόσιο – συλλογικό συρρικνώνεται, και καθώς παράλληλα τείνουν να παγιώνονται φαινόμενα αστεγίας και μεγάλων μετακινήσεων πληθυσμών, οι απαντήσεις και οι κινήσεις αντίστασης ενώ δεν είναι εύκολες, οφείλουν να αναδείξουν την κεντρική τους σημασία στον αγώνα των από κάτω και να αναζητήσουν το δικό τους περιεχόμενο και νοηματοδότηση. Το Σάββατο 20 και την Κυριακή 21 Ιουνίου οργανώνεται διεθνής συνάντηση για το δικαίωμα στη στέγη, στην Αρχιτεκτονική σχολή του ΕΜΠ (κτήριο Αβέρωφ).
Πρόκειται για μία συνάντηση κινημάτων από πάνω από είκοσι ευρωπαϊκές χώρες που στόχο έχει την ανάδειξη των κοινών προβλημάτων στέγασης, όπως είναι οι εξώσεις, οι πλειστηριασμοί, η υποδοχή των μεταναστευτικών ροών, ο ελλιπής σχεδιασμός εναλλακτικών πολιτικών στέγασης, αλλά και η υφαρπαγή γης σε όλη την Ευρώπη. Ενώ τέλος, η ενδυνάμωση των κοινωνικών κινημάτων που έχουν αναδυθεί τόσο στην Ελλάδα όσο και σε πολλές ευρωπαϊκές χώρες μέσα από το συντονισμό της δράσης τους αποτελεί βασική στόχευση αυτής της συνάντησης.
Ο «Ευρωπαϊκός Συνασπισμός για το Δικαίωμα στην Κατοικία και την Πόλη (European Coalition for the Right to Housing and the City), ο οποίος ενεργοποιείται εδώ και ενάμιση χρόνο, είναι σημαντικό βήμα προς αυτή την κατεύθυνση. Σε διεθνείς και τοπικές συντονισμένες δράσεις σε πολλές ευρωπαϊκές πόλεις έχουν γίνει σημαντικά βήματα ενάντια σε οικονομικούς και real-estate παίκτες. Ενώ στο πρόσφατο Παγκόσμιο Κοινωνικό Φόρουμ στην Τυνησία, κοινωνικές ομάδες από δεκάδες χώρες επιβεβαίωσαν την ανάγκη διεθνούς συντονισμού.

Η μεταπολεμική στρατηγική για τον χώρο και ειδικότερα τη στέγη στην Ελλάδα σημαδεύτηκε από ακραία εμπορευματοποίηση μέσα από τον κυρίαρχο μηχανισμό της αντιπαροχής. Τα ελάχιστα θετικά παραδείγματα παραγωγής κοινωνικής κατοικίας δεν δημιουργούν τα ποσοτικά δεδομένα που θα μας επέτρεπαν να συζητήσουμε ουσιαστικά για ένα άλλο μοντέλο κατοίκησης. Οι λίγες αντιστάσεις στο πεδίο αυτό (από τις συγκρούσεις στη Δραπετσώνα, τη μάχη για τη σωτηρία των Αναφιώτικων, τη συμμετοχική διαδικασία της ανάπλασης του προσφυγικού συνοικισμού στη Θήβα, τη διάσωση των προσφυγικών της Αλεξάνδρας και τη σημερινή συνθήκη κατοίκησής τους), αν και αξιομνημόνευτες, δεν έχουν δώσει ολοκληρωμένες απαντήσεις, έχουν όμως ανοίξει κατά περιόδους μια σημαντική συζήτηση για το τι σημαίνει και πώς παράγεται η κοινωνική κατοικία. Μια συζήτηση που έχει δώσει πλούσιο υλικό, χωρίς όμως να έχουν διαμορφωθεί εκείνες οι σχέσεις, οι κοινωνικές και πολιτικές προϋποθέσεις που θα αναπτύξουν νέες δυναμικές στο πεδίο. Many people in Greece and Europe are facing an acute housing crisis, part of the broader social, political and economic crisis of the last years. The harsh austerity policies imposed by the Troika and the previous Greek government since 2010 have led to a severe violation of the right to housing and the city for the majority of the Greek population. Today, more than 30% of the population is indebted towards the banks or the state (for taxes and social security). More than 50% of the population finds it hard to cover housing and living expenses every month. Many live in overcrowded conditions facing inadequate housing conditions and energy poverty, without electricity and heating, and many are homeless. People all over Europe face similar worsening housing conditions and violation of their basic rights, through forced evictions, privatizations of public housing and resources, financialisation of housing and the increasing power acquired by the banking sector. The undersigning organisations, united in the struggle for the right to housing and to the city, strongly support the protests against the planned free trade agreement TTIP (“Transatlantic Trade and Investment Partnership” between EU and USA) and the already negotiated CETA (Comprehensive Economic and Trade Agreement). All over Europe protests will take place at 18th April.
Environmental groups, consumer associations, trade unions and other civil society organizations since years have been warning that the free trade regulations discussed as TTIP will undermine environmental standards for agriculture, health standards for food and labor standards for services. Because TTIP is negotiated in strict secrecy and because of the plan to introduce extra-static arbitral tribunals for investor protection (“investor-state dispute settlement”) many critics fear that the agreement will dispend national sovereignty and democracy. Anti TTIP-campaigners also expect negative consequences for the protection against fracking, for public education, municipal services and for regulation of financial products. We fear that TTIP will also have disastrous consequences on urban development, real estate, housing and land markets.

The Hellenic Republic Asset Development Fund (TAIPED) was established on 1st July 2011 (Law 3986/2011), under the mid-term fiscal strategy that was imposed by the Troika and adopted by the Greek government. It constitutes the agency responsible for implementing the Greek privatization program with the sole purpose of using its revenues for re-paying the country’s public debt. TAIPED is a “limited liability company”, whose sole shareholder is the Hellenic Republic with a share capital of €30 million. The Fund is not a public entity, and is governed by private law. Full ownership, possession and occupation of all ‘state owned assets’ (land, infrastructure and public companies) that are to be privatized are transferred to TAIPED with the provision that these assets cannot be transferred back to the Greek state.
